FanDuel was handed a sizable fine by Iowa’s gaming regulator last month, adding to recent sports betting infractions by the operator in the Hawkeye State.
According to documents obtained by SBC Americas, the Iowa Racing and Gaming Commission (IRGC) fined FanDuel a total of $95,000 for two separate sports betting violations. The infractions occurred between June 2024 and July 2025, and relate to impermissible betting markets offered by FanDuel tied to basketball and soccer.
FanDuel self-reports basketball violation
According to the IRGC, FanDuel self-reported to the regulator that it offered impermissible wagers on the Maharlika Pilipanas Basketball League (MPBL) between June 4, 2024 and April 2, 2025. FanDuel violated Iowa’s gaming rules and procedures by offering betting markets on a basketball league that is not officially sanctioned by the International Basketball Federation (FIBA). The IRGC requires operators to only offer betting markets on international professional basketball leagues recognized or sanctioned by FIBA.
“In the case of the MPBL, the league has not been given such authorization, and as such would not be an approved league for wagering in Iowa,” reads the stipulated agreement between the IRGC and FanDuel that was formally approved on July 27.
The IRGC also only allows licensed operators to offer betting markets on international professional basketball leagues that are the top-flight league in their respective nations.
A review by FanDuel of its international basketball offerings found that:
- The operator accepted 21,638 impermissible wagers on MPBL games in Iowa
- Total handle for the disallowed bets reached $1.1m
- FanDuel generated a profit of $60,692 from the wagers
As a result of the infractions, FanDuel revised its monthly revenue report submitted to the IRGC. The revision led FanDuel to subtract $60,110 from its revenue total for July 2025. The IRGC fined FanDuel $50,000 for the impermissible MPBL betting markets.
IRGC compliance check finds FanDuel infractions
The IRGC conducted a permissible wagers compliance check for its entire portfolio of licensed operators in July 2025, resulting in a second penalty levied against FanDuel.
Iowa’s gaming regulator conducted a review of FanDuel’s retail operations and found the Flutter-owned brand offered impermissible betting markets on the issuance of yellow and red cards by referees during international men’s and women’s soccer matches.
The commission does not allow operators to offer prop betting markets tied to officiating-related decisions, resulting in a sanction levied against FanDuel.
The markets were only available for retail wagering, with online betting markets not affected. The IRGC’s compliance check provided insights into FanDuel’s impermissible activity:
- It offered markets tied to yellow and red cards from June 4, 2025 through July 8, 2025
- FanDuel accepted one $134.58 parlay wager that included an impermissible leg
- The parlay wager was a loser on all three legs
- FanDuel was unable to identify the person who placed the wager
FanDuel’s inability to identify the person who placed the wager led the company to take the “proportional amount” of the bet, $44.86, and surrender the funds via an unclaimed property process. It also subtracted that amount from its revenue for August 2025.
FanDuel was fined $45,000 for its offering of retail markets tied to officiating decisions.
FanDuel’s previous betting infractions in Iowa
FanDuel recorded previous monetary penalties in Iowa for betting infractions.
“FanDuel had previous violations, unfortunately, in both of those areas and the commission wanted to send a strong message that they take those compliance issues very seriously,” IRGC Administrator Tina Eick told Radio Iowa last week regarding the latest fine.
Last July, the IRGC fined FanDuel $125,000 for five violations pertaining to betting markets and responsible gaming operations. In 2024, the operator accepted improper wagers on the Super Bowl, several golf tournaments, Olympic events and soccer matches.
FanDuel was also penalized for a lack of responsible gaming protections by failing to provide its customers in Iowa with adequate “working options” for RG. As a result, FanDuel overhauled its workforce training procedures in Iowa and created a series of checklists for compliance.
Recent fines outside of Iowa for FanDuel
FanDuel was fined $252,000 in January by the Alcohol and Gaming Commission of Ontario (AGCO) for failing to detect or report suspicious betting activity on table tennis.
Between October 2024 and November 2024, FanDuel Canada accepted 144 bets on Czech Table Tennis Star Series matches that displayed indicators of potential match-fixing. In its review, the AGCO noted integrity concerns for the Czech Table Tennis Star Series.
Most recently, FanDuel received a $5,000 civil administrative penalty from the Massachusetts Gaming Commission in March 2026 for a college player prop infraction. The operator accepted wagers on a player prop market for several Nebraska football games in 2023, violating Massachusetts gaming rules as the state bans college player props.
