New York Assembly passes bill to mandate automatic betting statements

The New York Assembly gave final approval on Tuesday to a bill that would require the state’s licensed online sportsbooks to provide customers with monthly statements outlining their wagering activity.

After Assembly BillA10329 was unanimously advanced with a favorable report by an 11-0 vote in the Assembly Racing And Wagering Committee on March 11, the full chamber gave it the green light by a 143-0 vote during the chamber’s floor session on March 24. It has now been sent over to the state Senate.

If it were to pass the opposite chamber and be signed into law by Gov. Kathy Hochul this year, it would become effective Jan. 1, 2027.

What would each New York betting statement include?

Democrat Assemblymember Rebecca Kassay’s bill would amend the Empire State’s racing, pari-mutuel wagering and breeding law to mandate that sports betting operators must send every authorized sports bettor a monthly account activity statement via push notification.

Somewhat resembling the kind of monthly statements provided by financial institutions and credit card companies, the statements would need to be delivered to each user within 15 days of each calendar month ending and would consist of several metrics for each monthly period, including:

  • The total amount of funds deposited
  • The total dollar amount wagered
  • The total number of wagers placed
  • The total amounts of winnings and losses
  • The net win achieved or loss incurred
  • The total amount of time spent logged in
  • An itemized account of any promotional credits, bonuses or free wagers used
  • A clear disclosure of responsible gambling resources available to the user
  • Access to the user’s lifetime wagering history on the platform in question

While much of this activity is already available for users on most sportsbook platforms, people have to know where to find it in the app. This change would see a tailored statement delivered directly and automatically to gamblers via push notifications, essentially notifying them of how much time and money they are spending betting in the biggest online sports wagering market in the U.S.

‘A straightforward transparency safeguard’

Sen. Joseph Addabbo, who frequently sponsors gambling-related legislation in that chamber, is the sponsor of a Senate companion bill, S9415. That Senate version was referred to Addabbo’s Racing, Gaming and Wagering Committee on March 10, which is now the first Senate committee referral for the Assembly-approved version.

“The purpose of this bill is to increase transparency in mobile sports wagering by requiring operators to provide authorized bettors with standardized monthly account activity statements that clearly summarize wagering activity and responsible gaming information,” states the summary of S9415.

The bill’s written justification states that mobile sports wagering has expanded at an unprecedented pace in New York, “placing a full-scale gambling platform in every pocket.” The text states that such an environment facilitates more impulsive and frequent wagering activity by New Yorkers, who do not necessarily receive a clear and consolidated picture of their activity in an easily understandable form.

“Sports bettors must currently piece together fragmented transaction histories to understand the totality of their betting behavior,” adds the summary. “This lack of concise transparency disproportionately affects individuals vulnerable to gambling addiction, who may not recognize the scale of their activity in real time. This legislation establishes a straightforward transparency safeguard … Clear summaries of deposits, wagers, net losses, and time spent on the platform empower consumers to make informed decisions and identify warning signs earlier.”
