The blockbuster sale of Grover Gaming to Light & Wonder earlier this year spurred the creation of a new land-based gaming company.

Valicy Gaming announced plans to make its public debut in October at Global Gaming Expo in Las Vegas as a manufacturer of land-based gaming products for brands in North America.

Valicy Gaming, founded by former Grover Gaming CEO and founder Garrett Blackwelder, will focus on game development and hardware design compared to Grover Gaming’s position as a leader in charitable gambling.

“This is an exciting time for our teams,” said Blackwelder. “We have the opportunity to do big things in new markets, which gives us energy and enthusiasm. As we grow Valicy, we will focus on relationships, excellence, and innovation.”

Valicy Gaming’s workforce will be comprised of former Grover Gaming employees and will include the same executive leadership team. The leadership team maintained its membership after Light & Wonder agreed to acquire Grover Gaming in February.

Grover Gaming sold in billion-dollar transaction

Light & Wonder completed its acquisition of Grover Gaming for a total consideration of up to $1 billion. The slot machine maker and cross-platform games giant acquired Grover Gaming for $850 million in cash. The deal also includes a contingent cash consideration of up to $200 million, depending on whether specific revenue targets are met.

The financial targets must be met by 2028.

Before being sold to Light & Wonder, Grover Gaming operated in five states, allowing charitable organizations to benefit from the sale of pull tabs. The states were North Dakota, Ohio, Kentucky, New Hampshire and Virginia. In February 2025, Grover Gaming had more than 10,000 electronic pull-tab units in operation across its five markets.

It benefited groups including the American Legion and Veterans of Foreign Wars.

Light & Wonder believes its acquisition of Grover Gaming establishes the company’s footprint in charitable gaming while implementing its cross-platform strategy.
